At this conference Egan et. al. have reported on neutron scattering experiments on actinide nuclei with incident neutron energies in the 2 to 3 MeV range. These measurements present unique challenges because cross sections are small and excited levels are closely spaced. In this paper we review aspects of experiment design and of data reduction which assist in overcoming these difficulties.
